ok heres my list

CHARACTERS

warlock engineer

all upgrades, storm daemon

assassin
smoke bombs ,headsplitter

CORE

20 clanrats
shields, spears, ratling gun, full command

20 night runners
extra hand weapon , sling, nightleader

SPECIAL

20 plague monks
extra hand weapon,full command, banner of burning hatred

RARE

warp-lightning cannon

thats exactly 1010 points what do ya think guys?

First off, for a 1000 point army, that's 10 points too many ;) But I guess you and your opponent agree on this.

I'd ditch the assassin. In 1000 pt battles, the need to off that enemy character isn't that high. And frankly, that's what an assassin is for. Skaven have the ability to perform extremely well in low point games, dus to that they still can field a massive army - and at that level, numbers are often more decisive than strength!
So rather try to swap that assassin for either more troops (I'd say Clanrats with another ratling gun), or for fun another Warlock Engineer (although I'd still vote for the clanrats).
Also think about taking Censer Bearers instead of that Cannon, since you do field the monks too.
Oh, and that's how I always play my monks too: with that banner. To secure it's downside, you can use that screening unit of Night runners (or if you decide to field them: the censer bearers).

Enjoy these battles, and learn from them, becuase you will learn the true nature and strength AND weaknesses of Skaven, so you can perform better at higher point battles! Have fun! (and don't forget to tell us how it went!)
