Since the new army book - and new models - will come in june, it might be better to wait for your next purchase until then. But, like everybody here I guess, if you are anxious to begin play, this is what I suggest:
- MORE Clanrats. You want at least 3 units of 20-25 models
- More clanrats mean more weaponteams - ratling guns are better than Warp Fire Throwers, but that may change considerably in the new army book.
- You DEFINATELY want one or two Warlock Engineers.
- If you're keen on playing with Plague Monks, get some Plague Censer Bearers. I like playing units of 8-10, but a lot of people call me crazy and use 6-8.
- Depending on the style you like, and how many points you play, get a unit Storm Vermin (only really worth their points in 2000+ games)
- get slaves, 1 or 2 units! Now here's a tricky one again: the current 'slave' models are plain Clanrats without shields and fancy weapons and such. I was lucky enough to get me two units of them metal ones, that are smaller and have shackles between their legs (soooo cool!!!), but they're not available anymore. Rumour has it that there may be new slave models when the army book is released! So you may wanna wait for that!

Damn, that's a big list of wannahaves! But then again: you chose Skaven for a reason, right? Good luck.

I agree with dims, if you want to buy models, pick up some of the more basic troops to make the core of your army, then when the new book comes out decide how you want to add to your army. Besides, this will give you time to paint what you already have.
