It looks like a fairly solid list. Since you want some feedback, I'll tell you the changes I would make.

Keeping in mind that you still have 2 points left over (2pts). First, I'd drop a single model from your Knights of the Inner Circle, leaving 8 models (26pts). Second, I'd drop the command on your Knightly Order (40pts). Now split your Knightly Order into two units, buying the extra two Knights with some of the newly freed up points (-46pts) At this point you have two Knightly Orders with 5 models each to harrass enemy units, leaving your Knights of the Inner Circle free to do a little damage.

At this point you have 22 extra points (22pts). I'd drop a few (4?) models from the Greatswords unit to gain some extra points to invest into Detachments. (40pts) This will leave you with enough points that you can buy two detachments of either 6 Halberdiers / Spearmen, or 5 Swordsmen for both of your State Troops. Keep these models in a single rank so they have a better frontage. At this point you would still have 2 points left over.

I like the double war hammer double warrior priests, but how are they gonna stay alive? Because when they get into combat, they're only toughness 4 and have a 5+ armor save. I would give on of them the 1+, and the other a ward save.

I was going to stick the warrior priests in with the swordsmen. Give them a bit more power.

Personally I like using the Grand Master as my General (Immune to Psychology for him and the unit he joins).
If you are talking Marksmen in your handgunners give them something that makes them worth it, Hochland Long Rifles. Hit single charaters in units on a 5+ with no Look Out Sir. Snipe those enemy Wizards.

priests can take scrolls cant they?

mate you might need detachments. Empire soldiers arent gonna win a fight against ranked up orcs, chaos warriors, or anything decent without that backup.

Besides, why wouldnt you want to abolish the enemies rank bonus, attack first, and get a point for a flank charge, plus being able to stand and shoot?

Maybe consider breaking up one swordsmen unit, and giving greatswords a detatchment of ten, and your other swordsmen ten.

Break up one of the hangun units as well, and give the greatswords five and the swordsmen five. Theyl still be able to shoot, and you can counter charge with all those knights. You may decide not to detatch these handgunners though, if you intend to take the fight to the enemy.

Also, what bilbo was sayingm i reckon a grand master would fit really well in this army, with the inner circle knights. Definitely consider what guardian said also, as this not only worries your opponent, but gives you more options as the battle progresses.

I'll give my feedback if I may.

Lord
General of the empire:
-Full plate
-Barded warhorse
-Sword of power
-Enchanted shield
168 points

Pretty solid setup, nothing too fancy but nothing that I would rush to change.

Heroes
Captain of the captain:
-Full plate
-Lance
-Shield
-Barded warhorse
78 points

If you can find the points I would upgrade this guy to a BSB and/or give him some magic toys (pref a weapon) - Having a combat hero with no magic items is just a waste. even if you just give him a biting blade to take down wraiths if you are against VC. As he stands I feel he is a waste of points, either invest a few more to make him effective or take him out.

Warrior priest:
-Heavy armour
-Second warhammer
-Dispel scroll
123 points

No problem here, maybe a warhorse for the extra armour and mobility.

Warrior priest:
-Heavy armour
-Second warhammer
98 points

Again a hero with nothing added, I just feel like you have to commit fully if you are going to take a character.

Core
9x Knightly orders:
-Full command
247 points

The back rank is a bit of a waste of points, you are better off just running 5 or 6 in a single rank, just as effective combat wise.

20x Swordsmen:
-Full command
145 points

20x Swordsmen:
-Full command
145 points

Looks good - big solid blocks (do you have any detatchments?)

10x Handgunners:
-Marksman
85 points

10x Handgunners:
-Marksman
85 points

Still good, enough to be effective, not too many for people to be crying about gunlines.

Special
9x Knights of the inner circle:
-Full command
274 points

Same issue as the Knightly orders, the back rank is just wasted and it only takes a single casualty to negate it. For the cost of getting that rank the points are better spent elsewhere.

20x Greatswords
-Full command
240 points

Not a fan and you would be better using them as 2 units of 10. That is a big, slow block of expensive infantry that a canny opponent will out manouver until he is ready to smash it or leave it.

Great cannon
100 points

Great cannon
100 points

Good solid choices, no issues here.

Rare
Helblaster volley gun
110 points

No problem with this either.

Summary: You lack cheap diverters, screens and apart from the two units of knights you don't have many offensive options. Any opponents with fear or terror causers can give this army a lot of grief. apart from the two cannons (which will be targetted quickly) there is not much that can deal with the big scaries (Hydras, Dragons, Steam Tanks etc.) that are prevalent in the game at this time.
You could probably do with a level 2 mage in the list as well.

I see that you are trying to get a very thematic list but my concern is it will be of limited effectiveness on the battlefield leading to much frustration.

I've always played it that Priests aren't wizards so they cannot take dispel scrolls. Only WIZARDS can take arcane items, and Priests are not Wizards.
