I don't think they necessarily had more character; Better faces, absolutely. I also think they have less detail (a good thing) allowing painters some space to paint and interpret as they want.
Today's models have so much more detail, so many items sculpted onto the figure, there's barely enough room for three brush strokes of one color. My favorite figures are those with a good balance of detail and good areas to paint on. But, judging from the Warhammer games I've seen the past few years, players don't paint as much. I bet GW tries out prepainted minis in the next 5 years.
P.S. For an example of the balance I prefer in a mini, check out Copplestone Castings. Good detail, crisp and easy to paint. (Also, the Glory of the Sun range might have some good alternate Empire figures.
