fwiw, I have been involved with a lot of communities over the years, both large and small.
there is a danger in having a low population and massive amounts of boards...for one it makes it exceedingly difficult to keep track of conversations and threads, the last post column just indicates the last post, not that there have been multiple that you missed in which case you need to click into that forum...lots of clicking is annoying
secondly when building a community like you are trying to you want to highlight that you have very active messaging community, which you get from having a very active forum...one or three very active forums.
If you were start over on this I might just aggregate all the different armies into 'Order' and 'Chaos' boards, then you would end up having a lot of threads very active in just a couple of forums and lets lurkers read through a lot of like minded threads, army comparison threads, etc etc.
I see a number of forums that have last posts of May, which may indicate that they would have been better off as a number of topics under another thread.
anyway, lots of forums that are sparsely busy are less attractive and likely to bring in new posters then are a couple of really busy forums where the sense of community is grown organically.
oh, and being able to change the color scheme would be a good thing as well, that seemed to be broken when I tried earlier.
take it all with a grain of salt, thought I would just give you some feedback from my perspective
