They can be good in large numbers...we're theoryhammer'ed a nice list but noone's made it yet... the core is basically a basic captain, and 6 10 man squads of tacticals with the freebies, a razorback, half with TL LC's. The average Grail Knight unit has 11 attacks, hits 6, and wounds once which has a 50% chance of saving. Not sure where you got the idea they will splatter a Steam Tank. The peasantry can easily be assembly lined. A box of 16 can be assembled as 4 different groups of 3 models, and 2 groups of 2 based on the bodies and heads available on sprue... at least the last time I picked up a box. Errata is out. Not too bad. TK smacks of VC in 7th. nickel and dime their dispel dice to death, then get off a buncha baby augment that irritate your army from a grain of sand into a pearl.

I think you should be able to use any special character without needing to ask your opponents permission. I don't think GW would design characters that are obvious game breakers. While not quite what you meant, I think Tomb Kings are an army that "gained the most" literally. Their incantations, as well as the ability to stack more heroes/lords opens up some interesting possibilities. They can finally put out a scary magic phase. For those who don't play the Mummies...

HKB has been in the Bret arsenal for years and years now. The build you're talking about I refer to the Guided Cruise Missile. It's there for the large terror causing monsters. And how is any of that different to what they could do before? They never got ranks before (and that was never the point of them; that hasn't changed) and they could never break large units. For what they do on the battlefield the new skirmish formation doesn't really hurt them and the fast cavalry...
