My High Elves could really do with some Ogres some times lol.

I think any of the current edition army books are fine without DoW support. In fact the use of Mercenaries could seriously overpower some armies if used to overcome the deliberate weak areas of an army (Ranged units allied with WoC and other abominations). The older books could certainly use and benefit from the Mercs though. Up until this coming month it has been very acceptable for Skaven to use DoW to suppliment their rare section as it was very sparse.

I Think Orcs & Goblins and Beasts of Chaos are probably the most in need as they are the armies that tend to be right at the bottom of the current army power creep curve.
